The rehabilitation of the George W. Bush presidency is moving along at a fair clip, spurred on by the dismal performance of his successor, Barack Obama.

Even if true, I don't think you can say that such a statement rehabilitates the Presidency of Obama's predecessor.
I mean, it's kind of like saying you have a better football team than the Detroit Lions.

Well, if you're going to make the football analogy with George W. Bush equivalent to the Detroit Lions, that would put Barack Obama on a par with Pop Warner.
